The objective of this project was to develop a channel for investment by increasing the capacity of key actors to catalyse the energy efficiency of small to medium-sized enterprises (SMEs) in priority sectors in Peru. The project was implemented through the delivery of a pilot programme with groups of Peruvian SMEs to identify key market failures and overcome known barriers around lack of awareness, access to financing and public-private collaboration.

The project had the following results:

  • Increased awareness and cooperation among local providers of finance, SMEs and the government regarding opportunities and challenges in energy efficiency and the establishment of a practical approach that promotes financing the energy efficiency of SMEs.
  • Increased skills, capacity and interest from local technical consultants to work with SMEs and construction of robust proposals for low risk and affordable financing for SMEs and investors.
  • Increased capacity of SMEs to take advantage of the financing of energy efficiency measures through the preparation of financially sound business cases.
  • Increased dialogue and mutual understanding among participants to inform policy decisions and unblocked regulatory barriers to overcome market failures and provide incentives to accelerate the implementation of energy efficiency for SMEs.
  • Increased participation by suppliers of energy-efficient products and services.
